Job Purpose: The Finance Manager will work together with the Director and Program Staff to effectively and efficiently manage all financial matters of the organization. This includes, but is not limited to: payroll, taxes, budgeting, grant management, and reporting, as well as ensuring all staff and project implementation are in line with GDA financial policies and procedures. This role is Part-Time (20 Hours a Week)

 

Key Responsibilities:

  • Overall Management, Implementation and Control of GDA finances, under the supervision of the Director and Board
  • Ensure all GDA finances and financial reporting are in line with GDA policies and procedures
  • Ensure project activities are compliant with donor regulations and budgets
  • Maintain regular monitoring of GDA banking and external audits
  • Work with Program Staff to prepare budgets for grant applications and proposals
  • Provide regular reporting to Funders, Partners, Director and Board – as required
  • Set budgets for activities, fundraisers and events
  • Prepare monthly financial statements and reconciliations

 

Skills and Qualifications:

  • Professional Certification in Financial Management
  • Minimum 3 Years of Progressive Experience in similar role
  • Experience in INGO or NPA
  • Demonstrated experience in fund development, auditing, and budgeting
  • Sound knowledge of current legislation and regulatory requirements
  • Understanding of grant management expectations
  • Advanced computer competency, including accounting software
  • Fluent in English, written and oral – Required

This includes collaboration with the LWU, NCAW and Sub-CAW, research, training and M&E, as well as supporting the gender training program and consultant staff.

 

Key Responsibilities:

  • Responsible for gender program implementation and facilitation of trainings and workshops

Position Description:  Administration-Finance Officer

1.       Perform basic financial management such as cash flow, daily cash movements, and preparing financial documents for approvals through bank transfers and through banks, as well as summarizing reports of each month to the line manager;

2.       Implement the operational and financial management of the GDA, including the consistent monitoring systems and the maintain of cash management and documentation to comply with GDA policies and procedures;

3.       Prepare monthly budget and payment for the administration such as office and kitchen supplies;

4.       Prepare travel arrangement for the team such as air-tickets, cars, motorbikes and others;

5.       Facilitate the teams for submitting – receiving documents, drafting letters to agencies concerned, drafting notes and other documents related to the work of the Association;

6.       Follow up the use of vehicles of Association, use records – the maintenance of the Association’s assets, as well as the computers and other properties in the office, asset registration and the security of office properties;

7.       Work with GDA staff to ensure the appropriate administrative and financial system. Provide guidance and support teams and project counterparts, especially, on financial manual, on coordination and other procedure of Association;

8.       Participate in weekly staff meetings and implement activities at local level, which are necessary such as the evaluation, monitoring, implementation of projects and other activities, assisting the teams in preparing the minutes of the meetings, and so on;

9.       Participate in capacity building of relevant staff and facilitate meetings, seminars and other activities as well as advising visitors visited Association, or asked for information of GDA;

10.   Work closely with the Operation and Finance Manager and GDA staff to ensure the smooth and transparent financial management;

11.   Ensure GDA staff working condition safety and report regularly and continuously of the progress of GDA working condition to line manager;

12.   Follow up and provide guidance to the security staff and house keeper;

13.   Be responsible for In- and Out- documents, including the library management;

14.   Prepare office, staff, and vehicle insurance documents; facilitate employees’ health check-ups and payment for insurance related costs;

15.   The tasks above mentioned may be modified or added as required depending on the needs of the teams and the office.

 

Qualification required:

a.       Have the qualifications or skills involved in finance or business management;

b.       Have at least 3 years of experience in accounting and any accounting programme applied;

c.       Ability to command the MS Excel, Words and Outlook;

d.       Gender and disability awareness;

e.       Coordination and administration skills;

f.        Good communication skills in Lao and English.

VCDs Promote Gender Equality without Violence against Women

(KPL) VCDs containing five short films on the topic Promoting Gender Equality without Violence against Women (VAW) will be disseminated to the general public following a handover ceremony which took place on Thursday, December 22 in Vientiane Capital.

The Gender Development Association (GDA) presented the VCDs to the Commission for Women’s Advancement, Mother and Child of the Ministry of Information, Culture and Tourism (MICT).

The VCDs were presented by Director of the Gender Development Association Manivanh Suyavong to Deputy Minister of Information, Culture and Tourism Savankhone Razmountry.

In collaboration with the Commission for Women’s Advancement, Mother and Child of the MICT, GDA implemented a drama contest on VAW under the theme of promoting gender equality through the rule of law and good governance project funded by Oxfam and the EU.  The winning short films are featured on the VCD.

The VCDs were produced by the Film Department of the MICT and feature five short stories including “To Breath”, “Mommy, Daddy & Me”, “Opportunity”, “Violence of Love in Learning Ages”, and “Belief”.

“The problem of violence is everywhere in the world and not only rural or remote areas.  It has been a problem for a long time, but today we have this VCD to raise awareness throughout society about the importance of eliminating violence against women,” said Mr Savankhone.

He said that the VCDs also promote gender quality to achieve socio-economic development goals and reduce poverty.

Mr Savankhone thanked the participants and supporters of the production of the VCDs while giving assurances that they would be disseminated to the public in society in the continuing efforts to eliminate all violence in society.

“The VCDs will be disseminated in communities and to training organizing.  I hope that they will benefit society in promoting gender equality as well as raising awareness about this issue throughout the country,” said Ms Manivanh.

She is calling on the public to work together to solve the problem of violence in the country.

  • Create documentation and disseminate an experience of project activities to GDA’s colleagues and members organization.
  • Leading review planning and follow up the project every 3 month and yearly
  • Accompany the visitors, donors to the field trip

Reporting

  • Write monthly activities report based on individual tasks to GDA program support manager not later than the 25th of each month.
  • Lead the project counterparts to combine the quarterly report and report to the project steering committee meeting.
  • This job description is subject to change; The Project coordinator if necessary may assign additional tasks.

Experience and Qualifications of candidate:

  • College or University in related field.
  • At least 1-3 years professional experience in a comparable position.
  • Good manager and organizational skills
  • Good working knowledge of IT (MS Office)
