Job Opening: Program Officer – Gender Advisor

Location: Vientiane Capital, with travel to project sites

Reports To: Director

 

Organization: Gender Development Association, GDA, is a leading Gender Rights Non-Profit Association, working throughout Lao PDR since 1991. GDA works to empower women and men to achieve gender equity through joint action, knowledge sharing and ending gender based violence and discrimination. Our team is based in Vientiane Capital, and works in rural communities throughout Laos, as well as with our network of international partners.

 

Job Purpose: The Program Officer: Gender Advisor works closely with the Program Coordinator to facilitate CEDAW-Gender awareness and monitoring in Laos. This includes collaboration with the LWU, NCAW and Sub-CAW, research, training and M&E, as well as supporting the gender training program and consultant staff.

 

Key Responsibilities:

  • Responsible for gender program implementation and facilitation of trainings and workshops
  • Collaborate with Lao-NCAW, Sub-CAW and other government partners
  • Stay informed on the policies and guidelines related to gender in Laos, and provide updates to GDA members
  • Promote GDA as a center for exchanging information on CEDAW/Gender/laws
  • Recruit, train and support Gender Focal Points
  • Support the effective monitoring and evaluation of projects and donor compliancy
  • Prepare project reports as required by donors and Director
  • Attend meetings and events as required

 

Skills and Qualifications:

  • Post Secondary Degree in relevant discipline, (Gender Studies, Community Development, Public Health, International Development, Education, etc)
  • Minimum 3 Years of Progressive Experience in similar role
  • Previous Experience in INGO or NPA
  • Proven knowledge of GBV, EVAW and gender issues in Laos and ASEAN context
  • Experience in participatory rural development and gender mainstreaming
  • Ability to work as a team
  • Proven Experience in Networking and Public Speaking
  • Fluent in English, written and oral – Required
  • Knowledge of local dialect considered an asset. (Hmong or Khmu)
