(Lao Civil Society Support Program)

 

Title: Project Officer (PO)

Location: Vientiane Capital, with travel to project sites

Contract: 8 months

Gender Development Association is looking for a Project Officer for Lao Civil Society Support Program. He/She will work under the direct supervision which he/she will carry out duties and responsibility as followed:

 

Duties and Responsibilities

·       Prepare regular project reports in Lao and English, for the GDA Director and donor organizations.

·       Coordinate the input to line of both formal and informal partners such as Lao government organizations, NGOs, and relevant networking organizations.

·       Assist project staff to identify barriers to their work.

·       Prepare and update project implementation plan, timeline, activities plan and oversight logistical arrangements for project activities. 

·       Prepare regular project reports in Lao and English, for the GDA Director and donor organizations.

·       Ensure project activities are aligned with the aims of the wider program; monitor and evaluate project activities.

·       Provide information, advice and recommendations to the Director and CARE International on key issues and learnings arising from project activities.

·       Consult and collaborate with CARE International regarding program development, funding applications and progress of reports.

·       Collaborate with the GDA Communications Officer to prepare materials for project activities.

·       Participate in GDA staff meetings, share project management skills and knowledge, and support GDA activities.

·       Integrate project management approaches within GDA’s programs, with the aim to strengthen programs and achieve outcomes.

·       Support project staff to use new and innovative approaches in their work, focusing on work with young people in villages and gender transformation. 

·       Liaise with Gov’t line agencies at all level and IOs, INGOs, Lao NPA as required.

·       Undertake activities to strengthen the capacity of Lao NPA to the mainstream and promote gender equality.

 

Education:

Bachelor degree or first -level university degree in Social Science, public administration, education, gender perspective or other field relevant to development assistance with additional years of related work experience in related area.

 

Experience and Skills:

·       Has experience working in managing program Implementation;

·       Has engaged in strategy level in development field;

·       Has led sub/small program, team or component of project’s activities;

·       Excellent word processing skills and excel skills;

·       Knowledge of gender issues and participatory rural development;

·       Fluency in both oral and written communication in English and Lao.

 

Reporting

·       Prepare quarterly report of project implementation to the supervisor.

·       Write activity report, based on the work plan, and submit to the Director at the end of each month.

·       Meet with the Director once a month to discuss issues arising from GDA’s projects and programs, with the aim to resolve any problems and strengthen outcomes.
