
Position Title: Consultant for Developing photo and video documentaries on stories of change, case studies on Gender Equality through Vocational and Entrepreneurship Education (GEVEE)

The organization's background:
Gender Development Association (GDA) is a leading Gender Rights Non-Profit Association, working throughout Lao PDR since 1991. GDA works to empower women, gender diversity, and disabled people to achieve gender equity through joint action, knowledge sharing and ending gender-based violence and discrimination.
The background of the Project:
The Gender Development Association (GDA) is implementing the “Gender Equality through Vocational and Entrepreneurship Education” (GEVEE) project in Oudomxay and Khammouan Provinces, with the support of Action Education in Laos (AE). The GEVEE project focuses on strengthening gender-responsive education, promoting women’s economic empowerment, and creating an enabling environment for gender equality in Laos.
As part of its advocacy and impact documentation, GDA aims to produce a series of high-quality photo and video documentaries. These materials will capture transformative stories of change, highlighting the project’s impact on individuals and communities. They will be used for advocacy activities at the community level, inspiring further action, promoting gender equality, and raising awareness of the project’s goals and achievements.
Objectives
The objective of this consultancy is to produce visually compelling and narratively impactful photo and video documentaries that:
- Highlight transformative stories of individuals and communities empowered by the GEVEE project.
- Document case studies showcasing the project’s gender-responsive education and economic empowerment initiatives.
- Provide engaging and accessible content for use in community advocacy, awareness-raising campaigns, and stakeholder engagements.
The consultant will be responsible for the following tasks:
Planning and Coordination:
- Participate in an initial briefing with the GDA team to understand project goals, themes, and target audiences.
- Collaborate with GDA to identify key individuals, groups, and case studies for documentation.
- Develop a comprehensive work plan, including a detailed storyboard, shooting schedule, and production timeline.
Fieldwork:
- Travel to GEVEE project sites in Oudomxay and Khammouan Provinces to collect content.
- Conduct interviews with beneficiaries, community members, and stakeholders, ensuring a gender-sensitive and culturally appropriate approach.
- Capture high-quality photos and video footage that reflect the themes of gender equality, empowerment, and vocational training.
Production:
- Develop a minimum of three short video documentaries (3–5 minutes each) featuring stories of change and case studies.
- Produce a collection of at least 50 high-resolution, edited photographs with captions contextualizing the stories and themes.
- Ensure that all content aligns with GDA’s advocacy goals and adheres to the branding guidelines of GDA and AE.
Post-Production:
- Edit videos with professional-grade visuals, transitions, and subtitles in both Lao and English.
- Finalize photographs with appropriate enhancements to maximize their storytelling impact.
- Deliver raw footage, unedited photos, and final products for GDA’s archives and future use.
Reporting:
- Submit a final report summarizing the documentation process, key findings, and recommendations for future advocacy content creation.

- Travel to GEVEE project sites in Oudomxay and Khammouan Provinces to collect content.
- Conduct interviews with beneficiaries, community members, and stakeholders, ensuring a gender-sensitive and culturally appropriate approach.

Deliverables
The consultant is expected to deliver the following:
Photos:
- A minimum of 50 edited, high-resolution photographs with captions.
Videos:
- At least three short video documentaries (3–5 minutes each), including English and Lao subtitles if necessary.
Raw Materials:
- Raw footage and unedited photos for GDA’s archives.
Report:
- A final report summarizing the process, key insights, and recommendations for future advocacy materials.
Consultant Qualifications
- Knowledge of gender equality, vocational education, and community development issues.
- Proven experience in photography and video production, particularly for development or advocacy projects.
- Strong storytelling and narrative development skills.
- Proficiency in video editing software and photography tools.
- Experience working in rural or community-based settings in Laos or similar contexts.
- Proficient in both written and spoken English and Lao.
