
Position Title: Consultant for the Endline Survey on the “Promoting Climate-Resilient of Agriculture Model Families and Gender Equality in Community" project.
Report to: Project Management Committee of Gender Development Association
Duration: 15 days in April-May 2025
Location: Nakhop and Phonsavath village, Feuang District, Vientiane Province
The organization’s background:
Gender Development Association (GDA) is a leading Gender Rights Non-Profit Association, working throughout Lao PDR since 1991. GDA works to empower women and men to achieve gender equity through joint action, knowledge sharing and ending gender-based violence and discrimination. GDA team is based in Vientiane Capital and works in rural communities throughout Laos, as well as with our network of international partners.
The Project background:
The project aims to create climate-resilient of agriculture model families in order to ensure food security and expected them to share their knowledge and skills with others in the community after the project ends. While promoting gender equality in communities through training, and campaigning activity.
Objectives of the Endline Survey
The consultant will be responsible for designing and conducting an endline survey to:
- Assess the progress made by model families in adopting climate-resilient agriculture practices.
- Measure changes in gender roles and decision-making within participating households.
- Identify key challenges, successes, and lessons learned.
- Provide recommendations for future interventions based on findings.
The scope of work:
The consultant(s) will:
- Develop a detailed methodology and survey tools in consultation with GDA.
- Conduct data collection in the two target villages through surveys, focus group discussions, and key informant interviews.
- Analyze the collected data to assess the project’s impact.
- Prepare a comprehensive endline survey report, including findings, analysis, and recommendations.
- Present key findings to GDA and relevant stakeholders.
Deliverables:
The following deliverables are expected from the consultants:
- Inception report outlining the methodology, tools, and work plan.
- Survey instruments and data collection tools.
- Submit all raw data collected during the survey to GDA for future use, including quantitative and qualitative data files, interview transcripts, and focus group discussion (FGD) notes.
- Draft report with preliminary findings.
- Final report both in Lao and English incorporating feedback from GDA that includes: 1) An executive summary, 2) Detailed findings and analysis, and 3) Recommendations for further program development.
- Presentation of key findings to GDA and stakeholders.
Desired Qualifications and Key Competencies:
- Master’s degree or equivalent in agricultural and rural development, management, education, and other related fields.
- Minimum three years of experience in evaluation of development projects.
- Proven success in conducting an endline survey or conducting participatory assessments related to integrated rural development or gender.
- Understanding of development context in Laos.
- Expertise in development project design, monitoring and evaluation, and action research;
- Good spoken and written skills in English and Lao.
