Gender Development Association (GDA) is a leading Gender Rights Non-Profit Association, working throughout Lao PDR since 1991. GDA works to empower particular women, gender diversity, and disabled people to achieve gender equity through joint action, knowledge sharing and ending gender-based violence and discrimination.
Job Purpose:
The Finance Officer is responsible for ensuring effective, accurate, and transparent financial management of the association in compliance with internal regulations and donor requirements. The role supports the implementation of financial systems, monitoring and recording of financial transactions, budget preparation, financial reporting, and audit processes. The Finance Officer also provides financial guidance and support to project teams and staff, contributing to sound financial governance, accountability, and efficient use of resources across all association activities.
Key responsibilities for Finance Officer:
- Implement financial activities in accordance with the association’s regulations, including establishing and maintaining systems to monitor and record cash movements, bank transfers, and financial documentation in compliance with both association and donor policies.
- Prepare and process financial documents related to banking activities used by the association, including conducting transactions through banks using various approved methods.
- Review and verify financial documents, receipts, and income records; prepare budgets for staff to implement local activities; and review procurement documents, procedures, and methods to ensure compliance with the association’s financial management regulations.
- Participate in the association’s financial audit processes, prepare project financial reports, and facilitate the provision of financial documentation as required by donors.
- Provide appropriate financial support to project teams and deliver guidance on the association’s financial regulations to newly hired staff and relevant personnel.
- Participate in capacity-building activities for relevant staff, particularly in areas related to financial management and assigned responsibilities.
- Support administrative and project staff to improve the efficiency, accuracy, and transparency of financial management processes.
- Participate in networking and professional development activities related to accounting and finance.
- Participate in weekly staff planning meetings, including participating in local activities as needed, such as project evaluation, monitoring, implementation as proposed and agreed upon.
- Prepare financial reports for submission to line managers, directors, and donors in accordance with financial regulations.
- May occasionally participate with the team in writing new project proposals as requested.
Qualification and Experience:
- Diploma or Bachelor in Finance/Accountant, Administration, or in another relevant field
- Qualification in Financial Management is preferred;
- Experience in working in team and coordination with government partners, INGO, CSO and donors;
- Strong English writing and speaking skills
- Relevant qualifications in professional discipline i.e. finance and project management, etc. or equivalent substantial experience.
